John Chen

Member, Board of Governors

Dr. Chen is a Partner and co-founder of Phoenix Venture Partners (PVP). He brings over 20 years of experience in venture capital, start-ups, industry, and R&D. Prior to co-founding PVP, Dr. Chen was a Kauffman Fellow at Battery Ventures, where he formulated Battery’s Advanced Materials strategy, sourcing over 1,200 investment opportunities and managing several investments with applications in IT and CleanTech, e.g., Lion Cells, Stonybrook Purification and Nanoconduction (acquired). Dr. Chen started his venture capital career at DFJ New England and Navigator Technology Ventures in Boston. Prior to becoming a venture capitalist, Dr. Chen held leadership roles in business, technology, and product development at several startups and leading corporations in the Advanced Materials sector, including Luminus Devices, EM Logix, Surface Logix, and Raychem (acquired). He also led Advanced Materials technology scouting and business development in the areas of energy storage, fuel cells, photonics, and, more broadly, nanotechnology, at Tyco Electronics in the Advanced Technology and Business Development Group following Tyco’s acquisition of Raychem. Dr. Chen earned his BS, MBA, and Ph.D. from MIT. In addition to his investment and board roles with PVP, Dr. Chen serves on the Commercialization Advisory Board for Oregon Built Environment & Sustainability Technologies (BEST) and is an active mentor to several startups through the MIT Venture Mentoring Service.


Peter Davis

Mr. Davis is the founder and CEO of Infinity Precision, a manufacturer of automated process equipment for industries such as disc drives, optics, and solar cells. Davis founded Infinity with angel financing, oversaw its rapid growth, and sold it to a consortium of private equity firms in 2005. Prior to forming Infinity, Davis was President of another privately held process equipment manufacturer. Earlier in his business career, he and served in various executive positions with a publicly-traded British process equipment company. Davis currently serves as an advisor to several small companies and is active as an angel investor. Prior to his business career, Davis was a commissioned officer in the United States Navy, where he served aboard submarines and as a treaty negotiator for the START Treaty. He has a Bachelor of Science degree in mathematics from Duke University and a graduate degree in Systems Engineering from the Navy Nuclear Power Program.

Frank H. Levinson

Member, Board of Governors

Dr. Levinson is a Venture Partner and co-founder of Phoenix Venture Partners (PVP). He is also a Managing Director of the Small World Group Incubator in Singapore, a technology incubator which works closely with PVP to identify and mentor early-stage advanced materials start-up technologies. Dr. Levinson has an exceptional 30-year track record of starting and building Advanced Materials-enabled companies in the IT sector. Most notably, Dr. Levinson was the founder, Chief Technology Officer, and Chairman of Finisar Corporation (NASDAQ: FNSR), which he built into a multi-billion dollar optical components and subsystem company. During his tenure at Finisar, Dr. Levinson helped drive the company’s manufacturing in Asia, oversaw the implementation of more than 12 corporate partnerships, including those with Honeywell, Sensors Unlimited, and Infineon. Prior to Finisar, and grew the company’s revenue from zero to over $500 M. Prior to Finisar, Dr. Levinson held R&D positions at Raychem (acquired) and Raynet. Earlier in his career, Dr. Levinson held R&D positions at Bell Labs and was also a founder of Netek Corporation in partnership with AMP. Dr. Levinson earned his BS from Butler University and his Ph.D. from the University of Virginia. He was one of the original founders of the CleanTech Open, now an international clean technology start-up competition, and currently serves as a mentor and angel investor in several Advanced Materials, IT, and CleanTech start-ups as well as on the board of directors of Fabrinet (NYSE:FN).
